grounded bushings

2011 code must i use two grounded bushings. on meter base to panel back to back through 10" block wall ?
 
No, if the raceway contains service conductors the raceway is only required to be bonded on one end.

There is no specific "how to" in the NEC. 250.92 requires bonding of service raceways and 250.92(B) lists methods. Bonding one end of a raceway effectively bonds the raceway. A ground bushing is one acceptable method.
