Grounded conductor at service

I am trying to find the code reference that says that each grounded conductor must be terminated one per screw at a service.

If anyone could point me in the right direction It will be appreciated.

I can find it in the '02 code but not the '99

I think 408.21 was new to the '02 book.

While the rule was new in the NEC for 2002, it has been a part of the listing and instructions for the panel for many years. It was added to the code, because too many installers weren't following the instructions.
