Hello I am taking a NEC prep. class and I am stumped on a question. Can someone tell me where in the 2005 code book I might find information on " What does the cade consider a grounded surface"

It may be refering to Table 110.26(A)(1) condition 2.

Condition 2 ? Exposed live parts on one side of the working space and grounded parts on the other side of the working space. Concrete, brick, or tile walls shall be considered as grounded.

See definition for "gounded" in Article 100. If I understood your question correctly, any surface meeting the definition requirement would qualify.
