Even if it's not "in harms way" it would still require protection.

protection from physical damage does not mean the rod has to be incased in concrete , it just means it needs to no be subject to some condition that could damage the integraty of the rod and connection. This is sort of a subjective statement in that one person may think if you can see it it must be subject to physical damage. While another person may say as long as it is not in the middle of the street it's good. I tend to lean a little more to the middle of these two senarios.
