Grounding an outside trough for service

Does anyone know, if there is a metal trough mounted outside with parallel service heads comming straight up out of it, does the trough have to be grounded by code if there are no splices in it? All wires come in the back and then up with no splices. (1200 amp service).

250.80 would require that it be grounded. With metallic raceways and proper fittings (250.92) the grounding could be accomplished by the raceways.
