Grounding and bonding at the service

I have a 320 Meter can and PoCo requires a ground in the metercan to a ground rod. I was going to run all other GEC conductors to the supply side gutter and terminate them using a Ground bar per 250.64(F) My questions , an i am confused. If you run a #6 conductor to the grounding electrode( ground rod) at the meter can and then you ran the neutrals from the metercan to each service disconnect ,wouldn't you be bonding the neutral in two different locations. This is just puzzling me.

Yes, The neutral is used to bond the meter and the first disconnect. If your 320 is feeding a gutter it is ussually bonded through the metal pipe or a jumper.
Up to six discos out of the meter will be bonded by the same neutral. It's all service until it leaves the first disconnect.
If your 320 feeds two disco with out a gutter they are still both bonded.

I believe That I will have to run a #4 GEC from neutral in each disconnect (#3/0 L1L2L3))to the ground bar in supply gutter to tie in all other GEC. Is it required to run a GEC to gas pipe for the service, or can gas pipe be bonded by the branch circuit feeding the heater.

250.52(B) Not Permitted for Use as Grounding Electrodes.
The following systems and materials shall not be used as
grounding electrodes:
(1) Metal underground gas piping systems
(2) Aluminum
FPN: See 250.104(B) for bonding requirements of gas
piping

250.104(B) Other Metal Piping. Where installed in or attached to
a building or structure, a metal piping system(s), including
gas piping, that is likely to become energized shall be
bonded to the service equipment enclosure, the grounded
conductor at the service, the grounding electrode conductor
where of sufficient size, or the one or more grounding electrodes
used. The bonding jumper(s) shall be sized in accordance
with 250.122, using the rating of the circuit that is
likely to energize the piping system(s). The equipment
grounding conductor for the circuit that is likely to energize
the piping shall be permitted to serve as the bonding means.

The points of attachment of the bonding jumper(s) shall be
accessible.
