I’m going to mount a 600a CT cabinet and a main disconnect outside. With a meter enclosure next to the CT cabinet. My poco requires the GEC from the ground rod to go directly to the meter can. So do I need another GEC to the CT cabinet or to the Main disconnect to bond the neutral?
 
If the rods are your only electrode then a GEC run to the meter can is all that's required. I've never seen a CT cabinet service where the GEC is run to the meter enclosure because it only contains metering conductors. Typcially the GEC is run to the CT cabinet. Regardless of what you do with the GEC a MBJ is still required at the service disconnect.

Only your poco can answer that. NEC is fine with either service disconnect or meter. As far as the CT cabinet as infinity said I have not seen that either.

Running a GEC into a CT meter will not bond the neutral. It will have to go to the CT can or Main.
