Grounding at receptacle box

Does NEC code allow grounding at a receptacle box using a bolt, lock washer and nut versus a 10-32 meachine screw?

Yes. Some people may argue that 250.8 doesn't permit it, but I ask those people how do you attatch a lug for 500 KCMIL to the building steel with a green 10-32?.

It is permitted.

The question involves attaching a ground wire to a box while the first answer involves attaching a lug to building steel. Where's the 'connection'. The lug is designed to hold the wire and the lug is designed to be bolted to the steel. Bolt a lug in the box and put the wire in the approved lug.

110.14(a) allows conductors up to #10 to be attached via wire binding screws, studs and nuts.

Two thoughts: 1) is the box listed and labeled for using a bolt?

and 2) Would the authority having jurisdiction approve...
