grounding, bonding Neutral in sub panel located in separate building on same property

I have been out of the Electrical industry for 10 years or so, and I knew that in 1999 NEC, it required that when a 3 wire single branch circuit feeder with equipment ground, installed in non-metallic conduit or direct burial, that is supplying a sub-panel in a separate building, that a driven grounding electrode was required, as well as the neutral be bonded to the enclosure and to the grounding conductor in the separate sub-panel. I have since read that this may have changed. Can the forum provide some clarity to the requirements for this in 2017.
