Q. There is a 4-core cable( 3ph +n), without any grounding or bonding conductor, running from a substation transformer to a main switchboard. The neutral of the transformer is grounded at the substation.

The switchboard room has a ground bar connected to the switchboard and to the ground loop around the building which is further connected to the lightning protection down conductor.

Dont we need to run a grounding or bonding conductor to run along the above cable from the transformer substation to the switchboard room ground busbar?

No, you do not need to run an EGC with these conductors, if you were to do so it would simply be a conductor in parallel with the Grounded (neutral) Conductor.
