Some of these buildings today can be quite complex in nature, with all kinds of piping going through them.
I believe the best way to help determine this is to look at the prints for other trades and see if the piping is to be supplied with some type of electric circuit. This way, one knows by NEC (local codes may be different), what needs to be installed.
