Grounding conductor connection inside main service panel

For Equipment Grounding Conductor EGC. The EGC should run inside the pipe between the electric meter and the panel.

As you do an internet search there are manufactures that now providing meter enclosures with a manufactures removable limk that bonds the neutral to the service meter enclosure. In the same way its common for CT cabinets to be manufactured that way.
In some areas it's popular to do as you suggested.

However the bond between the service enclosure neutral bonding back to the meter enclosure is a main bonding jumper not an equipment grounding conductor.

Added: Of course you wouldn't do both, use the manufactures bond and the wire main bonding jumper. That would defeat the intended purpose of using that method.

Also keep in mind main bonding jumpers of the wire type have to be the correct size based on the size and material of your service conductors

For Equipment Grounding Conductors
Three types of main bonding jumpers identified in the NEC the buss type the wire type and the "green" screw type.

It's no accident the NEC identifies the screw type as green in color.

Green the color used to identify equipment grounds.

The green screw type is only identified in the NEC as an approved main bonding jumper to bond the neutral/grounded conductor to the eguipment grounding that is significant because it excludes a GEC to connect to an equipment ground bussbar if the only main bonding jumper is a green screw.

It also suggest that other than equipment ground bonding jumpers should not use an equipment grounding bussbar as a connection point for other types of bonding jumpers.

In other words there is no direct conection to the service neutral from the equipment ground bussbar to the neutral when the only main bonding jumper is a green screw type.

The green screw bonds directly to the metal panel board enclosure. Than using the metal panel's enclosure provides a path to the the equipment ground bussbar.

Also keep in mind that's too is the reason you do not connect neutrals to an eguipment ground bussbar
