grounding conductor enclosed in PVC conduit

We are working in oil & gas construction project, the electrical inspector check the installation of grounding conductor enclosed in PVC conduit and he told us that the contractor can not run the grounding conductor enclosed in the PVC conduit to high elevation so I check the NEC standard and I didn?t find any thing about it.

So could you please tell me if this issue mention in the standard before I talk to the inspector

Is this a grounding electrode conductor? Is it in a class 1 location? Given the type of job you mentioned take a look at 501.10(A)(1)Exception.
 
I would definitely be questioning what he is referencing. 501.30(A) & (B). 250.100 does a good job of explaining grounding in Classified spaces (areas).

Obviously this isn't an Alyeska project...
