Grounding conductor in a service lateral

In a service lateral using PVC conduit with 4 service conductors (1 per phase & 1 grounded) do I need a grounding conductor (green wire)? The service lateral is from a pad mount transformer to the service entrance equipment. I realize that realize that the grounded conductor and grounding conductor will be paralleled and every other utility company never allowed it. But I am looking for a code reference concerning this? Thank you
 
No. The grounded conductor serves both as the return conductor for normally operating current and fault current on the premise system. No EGC is needed.

Section 310.4 could be used to deny the installation.
