To: Bob Badger, Bob, I would refer to the Article
90, Introduction. Sectiion 90.4 Enforcement.
I realize that this may be stretching this a bit, but I feel that this Section gives the AHJ the authority to make a change for the better in installation.
The subject of a grounding wire to be used along with the conduit, will make a good item for a Code change for 2005.
I have always felt that if the AHJ makes a determination to deviate from the code, and it is a improvement for the installation, then I am all for it.

Bob F,
90.4 does not give any inspector the legal authority to rewrite the code. If the local governmental body that had adopted the code has made a change, that is fine, but the inspector cannot require anything other than what has been adopted.
