To conceal the System Ground from the plate, I had run the cable into the wall and was wondering if there are any "inductive/choking" issues during an fault current, if I run it into the enclosed line side of the combination panel mounted to the back of the meter base, then through the steel nipple that connects to the meter base in order to connect to the common/neutral ?? Thanks again!

Anytime you have a single conductor enclosed by a ferrous metal raceway / enclosure, an inductive "choking" effect can be created during a surging event, but not necessarily be in violation of Section 250.64(C) of the NEC. I am having a hard time visualize the installation you describe so can't say for sure.

My policy is if you are in doubt, make the required bonding connections.
