Accessible (as applied to wiring methods). Capable of being removed or exposed without damaging the building structure or finish or not permanently closed in by the structure or finish of the building.

Where do you see a lock in that definition?

Unless the meter enclosure is behind the building finish the wiring in it is accessible

Why do you think it's a code violation to make the connection in the meter can in the first place? I know you say your POCO doesn't allow it but that has nothing to do with the NEC.

It is a common practice and the meter enclosures are made with provisions for it.

The graphic below shows what would be the majority of installations in the South East.

Bonding is many things as the definition shows, it is not limited to connecting raceway to a meter socket with a conductor.

When you put conductor from a receptacle to a box you are bonding.

When you attach a GEC to a grounded conductor you are bonding.



Yeah your right we should ignore the NEC definition as a matter of fact Article 100 should be removed all together as it only serves to confuse.

I didn't say ignore.
You need to understand what purpose the definitions serve. . If you don't then you'll read the definition of "grounded" and come to the conclusion that the electrode grounding conductor is the grounded conductor. . Then everywhere you go in the code to find requirements of the grounded conductor you'll end up confused.

The definitions define words they don't define function.
The electrode grounding conductor does not function as the grounded conductor.

No, should be understood for what they are or they will only serve to confuse.

I agree 100%!!! I would love to bond the ground rods in the meter, it would save me alot of extra work but I would never get a service energized if I did.... what can I tell you? Connecticut is different, we can't buy beer after 8:00pm except in a bar either....
