grounding electrode for out biding

Can I use the rebar (ufer) in the poured cement floor of an out building as the grounding electrode instead of a ground rod? (sub panel from main building)

I would not consider the slab a foundation or the footer. Someone else may but I would say NO

10 years ago collier county FL would only allow the rebar as a grounding system for houses.Ground rods not permitted.This may or maynot changed by now.For your area best call the ahj
