Grounding electrode system

250.50 says any grounding electrode as listed in 250.52 that's present in a building must be bonded together to form a grounding electrode system. When does this apply? For existing buildings, if this isn't done does it have to be brought up to code and when?
 
90.2 tells us that "This Code covers the installation of electrical ..." Only the installation of the electrical system. When the Code is updated, all electrical systems covered by the Code do not need to be updated as well. Your Grounding Electrode system may have been installed up to Code standards when it was installed, and by todays standards may not pass.
 
Let's say you have to do work that involves connecting a grounding electrode conductor to the grounding electrode system. Since this is part of the grounding scope, does the entire building's grounding electrode system have to meet code? This isn't a real example, I'm just giving what if statements. But, I would like know at what point does doing electrical work become your responsibility to bring it up code?

I don't believe any participant here can provide a clear cut answer to your question. Too many variables to just speculate. My recommendation is to discuss [particular situations] with the AHJ.
