Should structural steel be bonded to GES if underground metal water pipe and ground rod electrodes are being used as grounding electrodes.

Yes, all electrodes that are available shall be used.

By the way, it sounds like you did not need any rods.

Yes, and 'bonded' is the right word. If building steel ever became energized, you'd want the pathway to the system grounded conductor to have as low an impedance as possible. That's why the conductor size is based on service capability.

Larry do not forget that building steel is not just being bonded for that reason, it is in most case a grounding electrode.

If all I am doing is bonding isolated sections of steel then it's 250.122 based on the circuit that may energize it, this is different then bonding a water piping system which uses 250.66 regardless of it being an electrode or not.

I understand, like you understand most of the things I say. I just like throwing stuff in that I think helps make a better mental image to those who almost get it. Knowing why we do what we do often helps when faced with an unexpected situation.

I was making the point that you wouldn't something as encompassing as a building's frame to be at a potential relative to the system's EGC system, or vice versa. All things about a building that could individually qualify as electrodes must be bonded as one.
