I believe it is an insulated grounding conductor properly identified shall be ran in a metallic conduit that qualifies as a redundant EGC for 517 installs.


The 2011 NEC includes health care facilities including nursing homes, clinics, dental and medical offices among others too. This is a 2 part grounding system complying with 250.118 and 517.13 (B) which specifies an insulated grounding conductor must be run with the branch circuit conductors in accordance with 517.13 (A).
It is important to note that a bare grounding conductor in conduit or tubing is just a parallel ground, not a seperate one.
 
i'm not as big fan of no egc in emt. if there is a loose coupling, loose screw, or loose anything in your pipe run, do don't have an effective egc.
The same goes for having a loose wirenut when using a wire for your EGC.
i pulll the green. good sleep is worth more than a little wire, you never know what someone behind you is going to do. i tend to err on the side of caution
Again, a wirenut can become loose (especially in a situation where other people are rooting around in these boxes) just as easily if not more easily than a set-screw. Are you now going to use some type of irreversible bonding method to splice your wire EGC's in order to get a good night sleep?

517.13 has been in the NEC for a long time, well before the 2011 cycle and Jumpers use of the word "redundant" has already covered the "parallel" requirement.

Now, in your mention of 517.13(B) this parallel insulated EGC is not needed across the board, see exceptions 1 & 2
