Grounding Flammables Cabinet

I've seen flam cabinets grounded to building steel, probably the best method. Also seen them grounded to the concrete floor and equipment stands. I would think concrete floor is OK, as the main issue is preventing static shocks from cabinet to floor. Equipment stands don't seem like a good option as they may be moved and ground ignored or not noticed by some laymen. I can't find much in code about it.

What say you guys here?

I see no need to bond the storage cabinet, even though everyone I have seen has a grounding lug. I took a quick look at NFPA 30 and did not find a bonding or grounding requirement for the cabinet

Grounding is for static, does not require much for a connection,
My plastic shop dust collector had a metallic tape on the outside and a #12 wire to a 1/2 bolt laying on the concrete floor
