Grounding for health care facilities

Dear all; My friend is executing electrical installations of a hospital in Iraq. He face an issue. The drawing shows that he must install copper strip on the walls inside operation room. This uninsulated strip is connected with the main Grounding bus in the panel board.
Question 1: what the purpose of the copper strip? he (my friend) said that this strip to discharge any possible static electricity could be occurred from clothes of medical staff. (I didnt agree with him :))
Question 2: what are the requirements of grounding for health care facilities?
