It is an old weather vane type that mechanically screws together sitting atop a barn.

I think this is a lightning rod and not a lightning arrester. I think they are sometimes referred to as air terminals.

This would be part of a lightning protection system that would be designed by a company listed by UL or some other NRTL to do so. They would almost certainly include instructions with their system on how it is to be grounded.

NFPA780 might be of some help.
