Grounding hub/strap

Does anyone know what the purpose is for the copper strap attached between many manufacturers grounding hub/clamps? Does it have an ampacity rating?
Is it suitable as a bonding jumper?

Im referring to a BP 1325-BH style strap and hub where there is no provision at the hub to clamp down on a GEC. Does this hub satisfy what 250.64E is looking for?

The conductor attaches directly the the clamp the strap bonds the raceway to the conductor and the clamp. IMO it satisfies 250.64(E). You can try to research the UL file number.
