Grounding in my Main Breaker Panel

Hey I recently purchased a home and took a look inside the breaker box...
There is a #2 stranded copper that goes outside and is grounded to 2 Ground rods
6 feet apart. This ground is not bonded to the neutral Then I took a look inside the Meter box/Disconnect and found another #2 copper bonded to the neutral, this ground goes inside to my Main Breaker panel an is bonded to the # 2 copper that goes outside to the 2 ground rods.

Is this acceptable?
 
You need to have it check by an electrician as it sounds wrong to me.
