Grounding Metallic Building

i live in riverside rhode island and work in burli
My company just design two buildings at an airport with a metal exterior shell. There are electrical power panels inside the building. We grounded the service, but did not ground the metal exterior shell. As I read the code, I take it that we have to at least bond the metal frames to the service ground. I know this is good practice, but is it a requirement?
 
Just my opinion but....The building steel needs to be bonded. (1) Either you use the building steel for the Grounding electrode according to 250.52(A)(2), or (2) you don't use it as the Grounding Electrode and bond the building steel according to 250.104(C).
IMO....If the electrical panels are securely bolted to the building steel, the steel is bonded as required by 250.104(C). Others may require a bonding jumper between the service panel and building steel.
