Grounding Method for Fish Trap/Ladder

We are designing a Fish Trap to help Salmon get "trapped" in a truck and driven around a dam that doesn't have a fish ladder. The fish will swim thru a series of holding tanks; a "crowder" will force them from one tank to the next. This obviously includes quite a number of motors. So my question is: Is there any special type of grounding that would be recommended to ensure no distribution return current (ie: stray current) will flow thru these tanks; AND that a shorted pump will clear the overcurrent device and not energize the water?

I'm especially looking for a white paper or similar document (like what Mike sent out about Equipotential planes a few months ago), but any advice would be appreciated!
