We have several 13.8KV/380V utility transformers feeding service panels in a different building through isolation switches. The transformers have gounded neutral which does not go through the isolation switch.In the service panels the neutral busbar is bonded with the ground busbar. Is this a separately derived system and is it required to ground the neutral busbar again in service panel via a grounding electrode as in Exhibit 250.9(2002 NEC. The building steel structure has its own buried grounding grid. Should this be linked to the service panel ground.
