Grounding of 13.8KV transformer service

We have several 13.8KV/380V utility transformers feeding service panels in a different building through isolation switches. The transformers have gounded neutral which does not go through the isolation switch.In the service panels the neutral busbar is bonded with the ground busbar. Is this a separately derived system and is it required to ground the neutral busbar again in service panel via a grounding electrode as in Exhibit 250.9(2002 NEC. The building steel structure has its own buried grounding grid. Should this be linked to the service panel ground.

Is the secondary of the xfmrs 380Y/220 solidly grounded?
You say "service panels". Are these xfmrs Power Co. owned? or are they on an industrial facility.
May well be dealing with simple separately derived systems. If so, NEC & most people agree as how to properly bond & ground (earth)
each system.
