Grounding on the Olds buildings

In buildings of the 15 years old the ground the main switch is not linked to the structure, only has a connection to a ground rod. Our client needs to know whether to correct as specified in the 2008 NEC 250.52. If we have to do that what would be the appropriate solution.
 
If other electrodes are present and accessible, bonding them to the existing grounding electrode system would be practical. Otherwise, no additional considerations are really warranted.
 
In most areas, retroactive provisions are limited at best.
That said, I don't have a 15 year old NEC handy, but as of 1993 Code, bonding of building steel and connecting to building steel that is an electrode was required.
That said, it would appear that the connection was overlooked and should have been in place.
As bphgarvity states, such a connection would be practical in any event.
