Grounding Question

We recently bought a small home and I have been looking closely at my , what looks like, 100A service. I have 3 wires coming down the conduit from the weather head into a meter pan. From there I have a bundled gray feeder cable (2insulated(hot), 1bare(neutral)) coming into the house (NOT in any conduit) feeding my main panel... Also coming out of the bottom of the meter pan is a small conduit going down to grade... I am wondering if this is a ground. My meter panel has NO disconnect, so the main disconnect is the one integrated in my main panel. There is no ground wire coming into my main panel from any source and it looks like the neutral and ground are bonded in this main panel for all the branch circuit neutral and ground wires are terminated on the same bus. Does this sound right? I am in Illinois and am curious if anyone can shed some light on what I should see as far as grounding/bonding. THANKS!
