I just installed a new services run and meter pan at my home. My ground is to the water pipe below the meter. I replaced the old aluminum solid cable with a # 4 copper. I also purchased a copper ground rod and can not find any info on were or how to connect it.
My Questions are:

How far from the foundation of the house?

What size cable to the rod?

Do you make two separate runs from the Load Center (breaker box) or box to water pipe then to ground rod?

The meter has a 3/0 neutral and then 3/0 to the breaker panel, should I run a separate ground to the water pipe or grounding rod?

My power company, LIPA (Long Island- NY) keeps referring me to NEC 250.

I want to ?do it right? and meet and exceed code.
