I just finished doing a large job which entailed grounding over 60 sites all around the state of Texas.
I was required to provide 10 ohms or less when meausred with a 3-point fall of potentiol tester.
Some points of interest I found along the way is that the softness of the soil has little bearing on a good ground reading, I had to drive 10 ground rods in Atlanta, TX (near LA. border) to get 10 ohms but the rods went into the soil easily while El Paso required 8 ground rods and were all but impossible to get into the ground, Austin is similar to El Paso in some areas and fine in others. All the sites I did in south and southeast Texas were easy with one rod being the norm for 10 ohms or less.
