Roger,
If the panel enclosure is not an EGC, then how can conduits be used as EGCs? Are you saying that all conduits used as EGCs require bonding jumpers?

I'm just wondering why it is not included in some wording, and pointing out that it could be disallowed for this very reason.

Which in turn, would allow an inspector to require a bonding jumper from every conduit.
