I have a related question. I was working at a older building that our company had purchased. My boss told me to install a service panel outside (110') from the building. I procured a 200 amp raintight panel and installed it on mounting post. I put the 2/0 ungrounded conductors and grounded conductor in a PVC conduit. I then installed a copper clad grounding electrode at the service box. I wired the ungrounded conductors and grounded conductor to the top of a existing panelboard panel. Now an fellow electrician that I work with says that this was wrong and I was supposed to pull a bare EGC to the outside subpanel. I told him that this was run as a service panel. I believe that I followed the letter if not the spirit of the Code. Calmly awaiting your response.

Is this really a service or a subpanel feed from within the building? I think that you're interchanging the two terms which is causing some confusion.
 
OK I think that this is what is bothering me. I connected the ungrounded wiring that is feeding the outside panel to the unprotected top lugs of a panel in the main building. I would call this a service drop. What do you say?

I would say that the number of problems with this installation is growing rapidly. Try to explain exactly what you have. From the service entrance of the main building to the panel on the post.
