Grounding Switches in Non-Metalic Boxes

Recently I noticed that we occasionally get a small static discharge from some of our light switches in our 4 year old home. I took off the face plate and I noticed that none of the light switches have the ground connected to the actual switch. The boxes are non-metalic and all of the grounds are connected together, ie. light, and wire going in and out of the box, but not the switch itself.

Our builder said that it is not necessary to have this connected since it is a non-metalic box. Am I being paranoid or should the switch have a ground wire attached?

It is most definutely required to have the grounding conductor connected to the devices in your house. You should get this resolved by a professional immediately.
