Grounding Water Line

I was trying to post the pic of the water line 2.3 mb. However for some unknown reason they say failed. Never had this problem at other sties.
The problem is, or no problem ? The water supply line, is black plastic, or covered in plastic. It is stamped ASTM. However the water meter has a bonding jumper at meter and is the electrical system ground. Without posting the pic, it well be hard to get a good answer. Their is a union at the line. It could be a flared fitting or a barbed plastic to copper adapter. It has a built in screw down clamp over the plastic ? I could use a ohm meter between outside faucet and curb stop, but thought I would post first. The home was built in 2000 and the electrical service inspected.
I could watch the file upload 100% than says failed ?
