I have an inspector said that I need a ground rod driven. I have uffer ground in the slab. He said I need a secondary ground. If I am not mistaken you only need a supplement ground is when you use the metal underground water pipe system. He also said that I needed to separate the grounds and neutrals at the main panel. HELP!!!

i believe you need a second ground rod in less you can prove it has less than 25 ohms resistance

The code does not require a supplemental ground rod for a concrete encased electrode. The only grounding electrode that requires a supplemental electrode is the metal underground water pipe. The only electrodes that are required to meet the 25 ohm rule in 250.56 are rod, pipe and plate type electrodes. The whites and greens are permitted to land on the same bus bar within the service disconnect enclosure.

Concrete-encased electrodes definetly do not need to be supplemented by an additonal electrode. Only underground water pipes as you stated. (Article 250.53(D)(2))

As far as the grounding and neutral separation goes, the inspector may be enforcing Article 408.21? Also, the inspector may be requiring Article 408.20 if your installation meets that criteria. However, it sounds like you are covered by 250.142.

You may also want to check local code and job specs for the additional electrode issue. There have been studies that show lightning imposed on a uffer ground could cause damage to the building slab and that an additional "outside" electrode will assist in this not happening. :)
