grounds and neutrals under the same screw

Home inspector says this is not allowed: ground and neutral under the same screw in neutral busbar in panel. The whole panel is this way. My worker says each ground/neutral wire is from the same circuit. Is this allowed ? Thank you.

This was a violation when installed, HI is correct, this was a UL requirement, and since so few knew it, it was added to the NEC many cycles ago. You can have 2 EGC under a terminal, but only one neutral under a terminal.
See Section 408.41, for grounded conductor. The EGC (not ground) can have more than one EGC per terminal per mfgs instructions see 110.3B
And ask yourself why this rule exists (hint - keeps the smoke from being let out)
