Are you refering to the urban legend that breakers must be derated to 80% when they are in a panel?
The NEC says that an overcurrent protective device (whether breaker or fuse) must be sized no larger than 125% for continuous loads.
UL listing requires all overcurrent protective devices (whether breakers or fuses) to be limited to 80% when they are mounted in enclosures. (100% rated devices require special enclosures.)
Isn't it amazing how these two requirements are related. Which came first: the chicken or the egg?

You guys cheated - nothing is a secret anymore, the 'net made sure of that
Even though he's lying when he says "everything" he says is a lie, some of the things he says can be a lie, and this is one of them.
