ok got a call from a nursing home they said that they have two refrigerators that are shocking them. i get there and find two commercial refers side by side in the kitchen. one is 208 single phase the other is 120v, neither is hard wired. i read 35v between the two. i took readings at the receptacles and they were fine. so what happened?

I'd look for neutral return current being imposed on the equipment grounding conductor somewhere in one of the branch circuits. Over the years I've seen lots of refrigeration disconnects used where the installer would inappropriately bond the neutral bar to the disconnect enclosure thereby creating a current flow on the egc. :smile:

bingo. its actually a 120/208 unit (not bonded) and they ran a three wire circuit. the motor is a little leaky, the 120 unit is grounded so when they touch both of them with wet hands they get a jolt. but what gets me is the guy that did this IS licensed. theres a 1" spare coming out of the panel and he just shoved a piece of mc down the pipe.
 
I see a lot of crap from licensed electricians. They sell the job as the cheapest price and do a crappy job because they don't think they can charge enough to take the time to do a good job. If the customer wouldn't actually pay enough to do a decent job I wouldn't end up being the one doing it. Just goes to show you. I know, there are always people that will only pay for crap. Let them sink to the bottom of the barrel. don't be the one delivering bottom of the barrel prices though.
