Gutter above panels

I am going to need to mount a 12"x12"x4' gutter on an existing underground poco feed. The existing panels will be under it.
The gutter will stick out 8" past the front of the panels. It will be directly above the panels with in inches.
Is this code compliant ?

Their was a 4 gang meter base feeding (4 ) 150 amp panels directly below it.
We are changing it to just (2) 320 Amp meter's & bases feeding the the 4 panels.

If that is so, you can move the panels foreward so the trough does not project too far past the front of the panels.

No, The POCO said they need the room for the crimpers.
I have seen the panels moved forward before thats what made me think of checking.
I'm bringing three 300 mcm's from each side of the 4 ft. gutter two hots and the neutral.
The poco has 350 mcm coming in the middle.
Plus I will have to ground it. The neutral is going to be spliced by the poco.
The engineer said for me to bring a piece of #6 solid up to it and they would ground it.

Lucky you - our poco wont touch work that wont do itself. 3' sweeps, excessively over sized cans, specifications depend on general mood. It is like the one pan mono-meal that you eat right out of pan and dispose of. i.e. the same thing, all day, no-muss - no-fuss - but if it tastes slightly different they start slinging it like angry chimps... Or lately - whine, and vanish.

Where is the #6 going?
