Gutter grounding

I am installing a gutter under a 400 amp service that has two 200 amp main breaker panels.Should I run the GEC through the meterbase and continue it through to the gutter and bond it to the driven earth/meter grouund?

Is this gutter for rain? Is it close enough to be of concern? Might it become energized? Why are you installing a gutter under the service?
If in doubt, bond it and forget about it.

If you are feeding this 4 inch metal raceway with metal nipples you can bond it with bonding locknuts or wedges. for nonmatalic methods of wiring you can use bonding bushings. If you are using this as a service raceway before the main disconnects you need to install the wire size for the bonding jumpers based on 250-66 after the 200 amp mains you would bond it using 250-122.
you also need to bond the enclosure in addition to the conduits. a lug with a screw & a Bolt or a grounding bar would be ok.
