I have three 4' gutters that i need to install on a wall that is going to be supplying all the feeders from there own individual raceway. I have 480 v conductors along with 120 v conductors that will be terminated and spliced in the gutter aswell as branch circuits that come from six different panels. Are we allowed to mix different voltages (feeders ) coming from different panles in the same gutter which could be considered the same raceway. Anything under 600 v is considered low voltage.
 
Yes, this is permissible, and in fact, is quite common when you have a mixed voltage electric room with a common trough above all the panels.
 
Keep in mind that 366.23(A) limits you to 30 current carrying conductors without ampacity correction. After that you'll need to derate your conductors.
