Also I am aware of the fire that caused the code change, and understand the reasoning behind it. However, the code has gotten away from that requirement, all that I can find says that a panel is limited to a max of 42 circuits.

OR that you meet the design, rated, and approved number of spaces.

Does this mean that a panel designed for 8 circuits, could house 42? I don't think so.

In the "2005" 408.35 there is two requirements that are separate requirement to gain the same results. The first one is for the installers and the second one is for the manufactures, The first sentence say clearly not more than 42 overcurrent devices shall be installed in "one cabinet or cutout box. Thats very clear

The second sentence is a requirement that the Panelboard to be provided with a physical means to prevent more overcurrent device be installed than the panel was design or listed for.
This is the CTL requirement we were talking about earlier.
This second sentence is a manufacture requirement as it applies to the design of the panel.

Sometimes it amazes me how some what they call bonafide electricians have lost the ability to count.43,44 circuits.Then the first thing they say is "I need a sub panel"Why?You have a hr to a chime trans and a home run to 1 gdo pigtail those and 1 slot is clear.if you have to find 2 other low drawing circuits like 2 8 x 10 bed rooms and pig tail them for 1 afci.Is it me or has stupidity taken over :D

Allen I just QC'd a house one of our guys wired and found the laundry room lights (2) on there own circuit as well as each hall way (one single 60 watt light each) each on its own circuit, When I got back to the shop I dug into them as they came in for their pay check, With wire prices as high as they are we don't need that kind of waste.
