I used to be able to purchase foam plugs for 1/2 - 2 conduits. The company went out of business, but it was basically backer rod cut in 3" long sections. A notch would be cut for wires and then the plug is pushed in. Not water tight, but keeps the dirt and sand out, and can be removed. Better and faster than duct seal.
Polywater makes a great conduit seal, but its almost permanent.
And I agree, peagravel in the bottom is a good installation. It keeps the moisture down, any moisture from the ground condenses in the gravel. All the millions and millions of green phone pedistals have pea gravel in the bottom.
