Handle tie or not?

Does the code allow the use of a handle tie on two, 20 amp single-pole breakers supplying a 240 volt, single phase (with no neutral and thereby not a MWBC), heat pump mounted thru the wall in a florida room?

Or is it that 2005NEC 240.20 (B) applies, requiring ungrounded conductors to be both manually and automatically opened by the circuit breaker thereby requiring the use of a two-pole breaker which is more certain than single-pole breakers with a handle tie, to open (i.e. automatically?) all ungrounded conductors on a fault?

Thank You.

In my opinion, the circuit breaker should be a common trip device and just using handle ties would not be permitted. You reference to 240.20(B) is correct since (1), (2), nor (3) are applicable.
