Haven't been here in years go easy. Using white wire as hot.

ok a co worker sold his house and home inspector dinged sub panel has white wires on 2 pole breakers . Two pole breakers are for 240v 3 wire circuits . He taped them black code reference to support appreciated.

Explain your three wire circuits.
Are they line to neutral loads? If so, what are they using as the neutral?

240 volt loads only? Two wire with EG? The white should be marked indicating it is a hot but just doing that in the panel is a halfway fix. IDR when but I think it was in the early 80s that became a requirement.
