I don't see it that way. I think the NEC does exclude utilization equipment, and my basis for that assertion is that it includes the word "installed" in 90.2. As I said earlier, placing a lamp on the floor and plugging it into a nearby receptacle does not comprise "installing the lamp." If you don't "install" something, then the NEC does not address it.
