Health care communications low voltage

Does 517.80 require all the low voltage communications and signaling systems, data etc to be in 'metal raceway/conduit' ?? Thats the interpertation i get here, though i could be wrong.

The 2008 NEC clears this issue up rather well:

Secondary circuits of transformer-powered communications or signaling systems shall not be required to be enclosed in raceways unless otherwise specified by Chapter 7 or 8.
